Ali Mozaffari Salanqouch (Persian: علی مظفری سالانقوچ; recorded by Amnesty International as Ali Mozafari) was born on 17 Ordibehesht 1384 (7 May 2005) in Quchan, Razavi Khorasan, and was a 17-year-old Kurmanj Kurdish teenager, according to Kurdpa. He was a volleyball player with the Saipa Tehran youth team, with which he finished runner-up in the national championship, and he had been invited to the camp of Iran's junior national team.

On the evening of Wednesday 30 Shahrivar 1401 (21 September 2022), during the first wave of Woman, Life, Freedom protests in Quchan, he was shot by government forces. Accounts of the shooting differ. Hengaw, IranWire and Kurdpa's 2023 report say he was hit by direct fire in the abdomen. Kurdpa's 2025 report says he was first hit with birdshot, after which one of the forces stood over him and shot him in the chest with a handgun from about one metre. The Kurdistan Human Rights Network reported in 2024 that anti-riot forces fired birdshot at him from close range and that plainclothes agents then beat him severely while he was wounded; it dates the shooting to 31 Shahrivar. Persian Wikipedia and the political prisoner Sakineh Parvaneh speak of three bullets. Friends took him to hospital, but he died a few hours later from heavy bleeding. Mehdi Babrnejad, another young man from Quchan, was killed in the town the same night.

Hengaw reported that on Saturday 2 Mehr 1401 (24 September 2022) his family received his body only after paying 50 million toman, on condition that the burial be held before 6 a.m., and that he was buried under heavy security. On 14 Ordibehesht 1403 (3 May 2024), marking his birthday, Sakineh Parvaneh, a Kurdish political prisoner who had known him since childhood, held a one-day symbolic hunger strike in the women's ward of Evin prison. In a letter published by the Kurdistan Human Rights Network she wrote that if he had not been killed in the protests of 1401 he would have been celebrating his 19th birthday with his family and friends, and that instead his family were lighting the candles on his grave.

Amnesty International's 2026 report on victims of crimes against humanity during the uprising lists ALI MOZAFARI, age 17, with a fatal incident in Ghouchan on 21 September 2022, his photograph and a photograph of his gravestone. His name also appears in Hengaw's list of Kurdish citizens killed in the uprising (no. 20), the Iran Human Rights Society's list of 662 names (no. 28, noted as a Saipa volleyball player), the NCRI's Persian list of 185 names and its list of 647 names (both no. 25), Persian Wikipedia's table of the 1401 dead (no. 163), the English and German Wikipedia lists and IranWire's list of the dead.
